KOBE AFTER THE 1995 EARTHQUAKE: EMERGENCY PREPAREDNESS Review
This is a short but succinct article about the problems encountered by the Japanese authorities responding to the 1995 earthquake in Kobe, Japan. It was originally one of the author's "Security Counterpoint" columns in Security Technology & Design magazine, a trade publication. At the time, Francis Hamit was a security and emergency preparedness consultant and a member of the American Society for Industrial Security. It is offered here to provide perspective on the recent 9.0 earthquake/tsunami event in Japan.
